Teams will be put into whatever league that admins decide they should be in once the registration period has finished. Teams that did well in the previous season, will most likely be bumped up, teams that did badly will mostly be bumped down but this all depends on the quality/number of teams we get.

What was the final verdict on how many points forfeit wins are?

A win will be 3 points, a draw 1 point and a loss gets none. A forfeit is a win regardless, teams that don't cause any problems should not receive any less points for a "forfeit-win" just because the other team didn't show.

I know it probably isnt a practical option seeing as the money involved is so minimal, but what if there was a bounty implemented for every match win. So like $X for every game so teams actually have a reason/incentive to rock up for every game.
