How to synchronise HLTV and the Shoutcast
1. Start the shoutcast stream and enter HLTV
2. The stream is ~90 seconds delayed, so listen for the relevent timecalls (the score at the end of the round or a specific kill, and pause the shoutcast)
3. Watch HLTV until that specific event occurs, unpause the shoutcast and enjoy!
